I have only partially understood your post, so please forgive me if I got
it wrong :-)

A user who is *an* (een) administrator is not *the* (de) administrator, and
has fewer rights.

You must log in as the user whose actual *name* is "Administrator" to have
those rights.

To let that happen, run a command window (cmd) and carry out this command:

net user administrator /active:yes

When you next restart Windows, you should now have a way to select the
administrator in the welcome screen. Then install Sibelius.

You can restart and log in as any other user when that is done.

When you are satisfied that you won't need to be *the* administrator for a
while, run a command window again and execute the command

net user administrator /active:no

If you need it again later, just do the same command with "yes" once more.
