Corrupted file in Recycle Bin?

Windows Vista Home Premium
I receive a message when attempting to delete any file or any action
regading the Recycle Bin that reads: "The Recycle Bin on C:\ is corrupted.
Do you want to empty the Recycle Bin for this drive?" There is a choice for
Yes and No. When I choose "Yes" the notice posted that it is "Deleting 1
item (2.28 KB)" and the progress bar indicates activity. When I click on the
"More information" button, I find it is indicating:
Time remaining: Calculating...
Items remaining: Discovered 1 item (2.28 KB)...
Speed: Calculating...

This morning I started the process and went out for breakfast. On my return
an hour and one-half later it was still running.

When I open the Recycle Bin, no items show, but the the dreaded messsages
appears. I will close only when clicking the "No" button twice.

Any thoughts or ideas appreciated?

Gordon, thanks a lot! The elevated Command Prompt worked. However, the
desktop Icon did not reappear with the Refresh, but it does show in Windows
Explorer for the drive. I will assume that the Icon will appear following a
restart. I usually Google but thought my problem was unique...

The desktop icon won't appear on a reboot. What you have to do is
right-click on a bare spot on your desktop, choose "Personalize" and
then choose "Change Desktop Icons" (over on the left panel).

The checkboxes will give you whichever icon you wish to have displayed -
Recycle Bin is one of them.
