System Stability Chart trends

Once in a while when an applications fails to terminate and I kill it
that action will be reflected in the Reliability and Performance
Monitor. I expect it, and see it in a dip on the graph. What puzzles
me is what makes the graph go back up? My reliability index has been
stuck at 8.45 for the last two weeks. I have had NO failure entries and
just a few "Info" entries that appear when updates install properly.
The graph has flat-lined at 8.45.

All the MS/Vista bashers can forego the terribly funny retorts please.
