Possible to turn off first UAC "You'll need to provide permission"dialog but leave second?

I am OK with Vista's UAC but why do I have to click through a dialog
telling me that it is going to ask me permissions before I click the
dialog asking for permission? If I could reduce this to just the one
prompt I'd be so much happier.

Is there a way to tell Vista to turn off the "You'll need to provide
permission" dialog but allow the second dialog which asks me
specifically if I want to allow the action?

try the
User Access Control settings in "Local Security Policy/Local
Policies/Security Options".
