Vista - Password Expiration

We are having an issue with password expiry. The users log on and sometime
during the day there password has expired and there system is locked. They
go to log back on to their system but are unable to because there password
has expired. It tells them to click switch user, but this has been disabled.
The onyl way to ge the user back on to the system is to set their password
to what it was using Active Directoy or to have them power off the computer
and turn it back on. Is there anyway to force the user to change their
password before this happens?
