Norton System Works 2004

I know that the Anti Virus won't run on Vista, but what about Norton
Utilities or Password Manager? These do not require access to the kernal so
are they likely to run with Vista?

These are not recommended. You will need to wait until a system works
program for Vista is specifically made by Symantec. Some aspects of this
program might work but some may not work at all.
