Vista - Vista/system32, corrupt/Missing Codec Problem

I cant replace missing system 32 files. I am the administrator and
specifically I am having problems with the mpeg2 codec. I have tried
installing codec packs, vista, klite-which has been uninstalled.I have
also re-registered the mpeg dll files and run sfc.exe still no joy I
have even stepped back by

Running
sfc /scannow
from "cmd.exe" run As Administrator will help replace missing system files.
Third parties would not be expected to be shipping system files.

Be careful with codec packs - they're pretty unreliable. =\
