Can't logon to a user account

I've created a new user account but can't log into it - I always get the
message "The User Profile Service failed the logon. User Profile cannot be
loaded". I can log into all other user accounts.

I am wondering if this has anything to do with the fact that I removed a
user and then deleted the users's folder and all the files in that folder
including NTUSER.dat file.

Is there something I need to do to be able to log into the new user
account(s)?

I did what suggest - deleted the new user account (which had a different
name to the one I deleted earlier) via Control Panel>User Accounts,
restarted the machine and created a new user (again with a different name)
but can't log into that account, same message as before. If I look at the
Users folder in Explorer there is no folder the new user although the new
user name appears when you look at the users via User Accounts!!

I have done everything suggested in this article but to no avail. After
making all the changes per the article, I end up with the following
settings:

User Accounts: Admin (there are no other user accounts)
User Profiles: Laptop\Admin
Registry>......>ProfileList: S1-5-18
S1-5-19
S1-5-20
S1-5-21-3454285694-more
numbers-numbers-1008 >ProfileImagePath C:\Users\Admin

I rebooted the machine and then created a new user (dougc), restarted the
machine and the User Accounts now shows dougc as another user but the User
Profiles nor the Registry>ProfileList show any changes and I cannot log into
this account ("The User Profile Service failed the logon. User Profile
cannot be loaded").

Don't know what else I can do to log into a new user account. Looking at my
desktop computer in Expolrer>Users, all the users in User Accounts show as
well as Default user which is not in User Accounts. This Default user does
not show on my laptop where I have the login problem. Perhaps this has
something to do with the problem.
