Windows Explorer and mouse control panel have selective amnesia

This is a new Vista Home Premium x64 desktop system from HP.

Windows Explorer consistently forgets how I have it set to show. It
keeps resetting its window size and position, view settings (Details vs
Tiles), columns to show in the file list (right side) pane, sort
criteria and grouping criteria.

The mouse settings consistently forgets, or maybe overrides is a better
word, my set scroll margin. I have it set to one line, and it
continues to indicate one line, but actually scrolls anywhere between
three lines and a full page at a time.
