While I check windows update, some update file is big and take a while to
download.
Sometime the update fail for some reason such as code 57A.
I try to find which folder the file went to and update again without
download again.
May be to an unaccessable folder?
I also find there are several folder which name like
a724df64856e1e94aafeb40b46e2b1f2 and only on log file inside.
Is it safe to delete these folders.

Windows update will always 'carry on where it left off', you won't have to
download from the start.
After, when you are up to date delete those folders to the bin only at first
in case you want them back.
