Internet up/down

Am running with internet when it goes to local only. unable to start
'Diagnostic system manager' or something like that because of 'access
denied'. Object was to get the diagnose & repair running. However, after
trying all kinds of things suddenly the internet is working again. Doubt
is i did anything to fix it. Anyone got any ideas? TIA
