Yes, it is. The commercial version will be released to manufacturers in
November
followed by the retail in December.

I think you are mistaking Retail for the Business Launch Latest info from
Allchin http://blogs.zdnet.com/microsoft/?p=53 at least as of the 18th
Retail will be January at the earliest.
