creating a shortcut in the All Users Start menu

I would like to put a shortcut into the All Users Start menu (if I may use
this term). I found the menu at c:\ProgramData\Microsoft\Windows\Start
Menu. By getting to this area via Windows Explorer, and by right clicking
in the folder and choosing New, all I seem to be able to create is an empty
folder.

How can I create a short cut here?

Right drag the item to which you want to create the shortcut to
c:\ProgramData\Microsoft\Windows\Start Menu. Release the mouse button and
select Create Shortcut Here.

Correction - That should be
C:\ProgramData\Microsoft\Windows\Start Menu\Programs\Startup

Also, you can either right drag or Right click there and do New / Shortcut.
