How can i track events and then i jump to another

hi

i understand that vista has its own event log built in. but im not quite sure how to use it. i need to track applications installed and virus alerts from antivirus programs easily?

also i need to make it so it can only be accessed from the administrators account.

This leeds to my next isue, I want to set up an administrator account with all my software that i need and don't want them to access(No problem there). But I also want to have an account were they install and do anything they like without effect my settings/software setup in the admin account.
