Vista - Error 183 Unable to creat new folder

After a thunderstorm, my Vista OS PC, upon restart, shows "error 183,
unable to create folder where one already exists" or words to that
effect. Addtionally, when I close that window and later try to create a
new folder on the desktop by right clicking the desktop, the folder
option exhibits "empty" and will not let me make a new folder.

The PC operates fine, otherwise.

Another tech help site suggested changing settings under VERITAS but I
don't find that option within the Program Files, either on my harddrive
or on my back up HD. Can you help?
