Vista - Why is RC1 still available?

Why is RC1 still available?

As one of the more recent members of the CPP, I just out of curiosity
clicked on the link in the original email I received for downloading vista
RC1, and was surprised to see the page was still there.
Not only was the page still there, but I could even still download Vista
RC1 if I so chose to do so.
This amazed me, since Microsoft so quickly pulled RC2 after releasing it to
CPP users.
Since one can still get RC1 if they want or need to, shouldn't RC2 be made
available in the same manner, i.e. shouldn't both releases be available
instead of just the one older RC1 release?
What would be Microsoft's reason for keeping RC1 available for CPP users to
download, while not keeping available the newer RC2 release? It'd make more
sense to me to keep all CPP releases available until final release, not
just an older build? any thoughts on why this may be?

Because there are more drivers available (albeit BETA), but more stable that
work with the RC1 release. Just my theory of course.

Very good observation. I'd also attribute it to the fact that developers
were told to use RC1 to test their applications Vista readiness.

Because RC2 is actually an EDW (External Developer Workstation) Interim
Build from the RTM Development Tree, and is not a Regular Mile Stone Build,
