I've read somewhere it might be one of the Ultimate Extras which can be
downloaded. Of course, you'd need the Ultimate version to use it!

Well, not exactly those distracting effects. I was thinking of some way
of composing the desktop with some content.

It's a screensaver being run in the desktop background (if you haven't
looked at the Vista screensavers, that's one of them).
