    Bits

    I have a problem with getting the bits service to startit keeps saying error
    2 "system cannot find the file specified.

    Ive been ALL day serching the web and trying everything there but still it
    wont start
    even tried microsofts BITs repair tool but it said there was nothing to repair



    I read about qmgr.dll and that gives errors when i try to register it and
    its a different size from anoth vista PC that i have.

    I opened a command prompt as administrator and tried to rename it so i can
    copy a known working dll but i get access denied ( I AM admin)
    also tried under its properites but all the security option are greyed out

    This makes me believe im not admin although windows tells me i am how do i
    get access to %windir%\system32\qmgr.dll to rename it.
    its on a mini pc without a CD drive so cant boot from anything else.
