Can't5 get past Launch Startup Repair or Start Windows Normally

My sons toshiba laptop just turned off and won't restart not matter what I've
    tried.

I tried starting in safe mode and just about every other option. I can boot
from the CD but it just returns back to Launch Startup Repair or Start
    Windows Normally.

    This is the error:
    Status: 0xc00000e9
    Unexpected I/O Error
And says it could be due to a recent change in hardware or software

He says that he hasn't done any updates to anything.

So does this sound like a hardware problem?
    Thanks much for your input.

It does sound like hardware, but not 100%...

Have you tried the startup repair? It has worked OK for me - but be
warned, you have time to cook a turkey while it churns. If that
    succeeds, then it was software.

OK, it's really only 30-40 minutes, but it seemed like forever the
first time I tried it, since I had no idea...

Failing that, if you have the Windows installation DVD, you can boot to
that & try a Repair Installation (but it's confusing to get there
during the installation process). This is *not* the same as factory
recovery, which destroys all the info on the hard drive & starts over.

Yes, I ran the repair and it just goes right back to the screen with the 2
choices of repair or start normally.

Have you run the repair installation after booting from the Windows
DVD? What you said seems to imply not...
