on start type "msconfig"
on the startup tab check if the program is ticked and apply changes
or ifs a windows application, it can be done this way..
Go to "control panel" > Administrative tools> services > find the program or service and click on "restart"

being a blocked program. I want it to run at every startup but not be a
blocked program so that I have to unblock it at every startup.

no.. if you do the change under "msconfig" the program will start each time the windows start.. the other step I told you so under "services" is to make sure that the program is actually running.. you do not need to do that everytime... but just ensure you tick the application on the "msconfig" startup list
