Does this mean what I think it means ?

Vista Home Basic and Home Premuim users, don't even think about installing
Vista on a Virtual Machine. It contravenes the End User Licence Agreement
    EULA.

Yes, it means exactly what you think it means.

    Thanks Richard.

The reason I mentioned it is that Colin & others
have been suggesting that people install their
Vista OS on virtual machines, in certain circumstances.

I repeat, I don't have any idea about virtual machines !

This was from a site I just happened to visit.

    Richard

I should have said 'Will you please explain what
    this means.'

Especially the bits in Ultimate about 'bitlocker', playing (media - rights),
    full disk encryption, etc.

    There are three considerations.

    1. Will the Home editions run in a virtual machine? Yes.

    2. Does Microsoft give product support to it? No.

    3. What licenses permit this? Probably MSDN.

Virtual machines are run under Virtual PC, Virtual Server, VMWare,
Parallels, Xen, and other virtualization products. The provisions of the
EULA are not restricted to Microsoft virtualization products.

I have no idea why there is this restriction. One would think that MS would
be perfectly happy to sell copies of the Home editions that were intended to
be used in virtual machines. Perhaps this will be relaxed as the
one-transfer rule was a couple of months ago.
