System Protection Service for VSS and System Restore

I there a service for activating or deactivating the System Protection that
controls the VSS and the System Restore options? Or are there certain DLLs
that control it, that maybe could be deactivated or activated by third party
software?
At least in XP we get customers who have system restore deactivated and
can't turn it on. Would like to prevent this.

Getting system restore going again in Vista sometimes requires manually
setting a new restore point (priming the pump as it were).

So is there a service for either the System Restore or the System Protection?

System restore points are set using snapshots taken by the VSS driver,
volsnap.sys. Volsnap.sys takes the snapshots needed for previous versions
(Windows Shadow Copies) as well and the other backup tools in Vista. There
is a Volume Shadow Copy service (see in Computer/Manage). I don't know what
you mean by 'System Protection."

"System Protection" is the actual name of the tab used
under "System Properties". That is why probably calls
it that. That tab used to be named "System Restore"
in XP. I reckon, that was just too easy to keep that
same name, someone had to make it sound more important.
