Anytime Upgrade in the UK

Just downloaded my licence of Windows Vista Business edition from MSDN, can
anyone tell me when i can upgrade it to Ultimate edition via Anytime Upgrade?
Why are people outside the US being shafted for access!?

There is a restriction on the Anytime Upgrade license, it can only be
transferred once. So if you have thoughts of transferring Vista more than
once, the AU would not be for you.

There IS a workaround.

Microsoft use an IP address check to see what country you're in. Simply
change your internet settings to use a USA based open proxy server and
MS site thinks you're in the USA. I used 70.91.15.203:80

If you've got one of the Anytime Upgrade DVDs or can get hold of one,
just buy your key off the site.

If anyone can confirm that the MSDN/MAPS Vista Business Edition DVD
contains all versions as per retail disks, that'd be a help.
