FSB Speed reported incorrectly

I have Vista 64Bit Home Prem installed and noticed in the System Properties
and System Information tool that my Intel E6400 Core2Duo processor is being
reported as running at 800Mhz.

I am confused by this as the BIOS reports it running at 2176Mhz, half that
and you get just over the 1066Mhz FSB speed. Running CPU-Z and Everest in
Vista also confirm the 2176Mhz FSB so why doesn't Vista.

Any ideas, what do other folks see reported here, I would interested to know.

Does your BIOS have the EIST ( Enhanced Intel Speed Step) enabled ?

Yes it does have speedstep enabled. If your going to suggest disabling it I
will, but forgive my ignorance here, if the FSB was lowered then surely the
Proc clock speed would be dropping as well?

I disabled EIST and Vista still reports an FSB of 800Mhz, this is bugging me
now.
