Prevent Expanding "User" Folder When Opening Windows Explorer

When I open Windows Explorer it always opens the entire "User" folder
structure - which is very long. Is there a way to prevent this?

You could change the properties of it's shortcut to this, for example:
%SystemRoot%\explorer.exe /e, c:

Thanks, that works for a shortcut but is there a way to do that for thhe
Explore option that appears whenyou right click on the logo (aka "Start")
button?

That feature is specific to 'explore' the Start Menu folder, and thus opens
to it.
It was not meant necessarily as a means to open Windows Explorer
generically.
So the simple answer is 'no'.
