Vista - No Text in User Folder

I thought I had seen that a few days ago -- then couldn't find it for the
life of me!

Turns out, the folder template has to be set as 'Pictures and Video' for
that option to appear.

We still have erratic behavior of the <Shift>+<Icon View> in non-Picture
folders that don't allow customization, i.e. the UserName folder :-)
