Localized Vista = Language Neutral Vista + MUI ?

http://technet2.microsoft.com/Window....mspx?mfr=true

Prior to vista, to my knowledge, operating system binary was compiled
separately for each of the localized language.
But according to the technet article above, starting from vista, the
operating system binary & code is developed as language neutral and then the
language packs are installed on top of that. If this is true then the
following is true also?

Vista English Version = Language Neutral OS Binary files + English MUI
preinstalled
Vista German Version = Language Neutral OS Binary files + German MUI
preinstalled
