Task scheduler ignores the times it's set for

I can't get Task Scheduler to work correctly with start and finish times. I
have some tasks that run every 15 minutes and I've set them to run between
9:00am and 6:00 pm, Monday to Friday. The only setting that works is the
'every 15 minutes'. All others are ignored and the tasks run 24 hours 7 days
a week if left to do so.

Anyone any thoughts on this??
