You only save the money legally if you have a qualifying previous version
and you are not going to use that version on an other machine.
Just buying an upgrade versions without qualifying and using it is as much
piracy as ripping a full copy off some peer to peer source etc.

It's old "news" anyway and yes, without a qualifying OS it is stealing.
