Creating a Schedule Task in Vista with schtasks, Getting Access De

I am trying to create a job in Vista with schtasks.exe. syntax is schtasks
/create /XML "C:\Audit\Util Scan.xml" /TN "Util Scan"
I am currently an add on the box and I have not gotten around this issue.
Also when I try to query a vista computer with XP' schtasks.exe I get path
not found. I have exceptions for Remote Scheduled Tasks Managment in the
firewall and it still fails.
