Vista - Microsoft Windows Vista Ultimate

Is Vista Ultimate the only version that has complete Chinese, Japanese,
Korean and Russian Language Capabilities -- send, receive and print?

What about other languages -- French, German, Italian, Portuguese, Spanish,
Vietnamese?

Yes, that is why they are available as Ultimate Extras.

However Vista is available for purchase in many languages including some or
all of the ones you listed.
But if they are not Vista Ultimate, they can not change the language.
