Vista - exploere can't be stopped

exploere can't be stopped

When i try to close explorer I get a message that "explorer stopped
working", it offers to notify me if there is a solution.
when i click on close, it reopens explorer.
i know that Vista is able to detect a crashed program and restart it, but
this is a bit much.
is there a way to correct this or at least configure it to work properly?
