Can you dual-boot with upgrade version?

If someone buys an Upgrade version of Vista, can they still do a clean
install and keep XP on its own partition? Or does it force you to upgrade
your XP installation?

Technically you can do this. It does not force you to upgrade your XP
install. I have a multi-boot configuration right now with WinXP, Vista x86
and Vista x64 all on separate drives so I can test.

It can be done:

Vista will automatically create a dual-boot menu.

Some have questioned whether the EULA permits it.
