I heard that unless we have 4 GB or more RAM, using 64 Bit Vista (or XP) doesnt matter.
This is right?

A 64bit OS willl only move 32bit programming around as fast as 32bit
programs will allow.. unless you have some mission critical 64bit program
that you just have to use, it is probably better to stay with 32bit..

32-bit OS can address a maximum of 4Gb RAM, though almost all of them will
be able to use only around 3.5Mb of that, if you're lucky... :-) Therefore,
even if you had more than 4Gb RAM, your 32-bit OS could never use it all.
64-bit OS do not have this limitation.

Or you have more than 4Gb RAM on your machine... :-)
So then this guy called wadpro said something like:

You need a 64 bit OS and 64 bit apps. I get up to 25% improvement encoding
with 64bit on linux (only 1 gig ram) but at this stage the drivers and apps
are less available in windows. Even with all 64bit some apps don't really
show that much speed improvement.
