Windows Vista "international" or "North America" version?!

What is the difference between these two versions of Windows Vista?

    - 66J-00003: Windows Vista Business English Upgrade North America DVD

    - 66J-00023: Windows Vista Business English Intl UPG DVD
    (source: http://www.microsoft.com/italy/annun...dowsvista.mspx)

Can I legally use both of them in Italy?
Do they both include both the 32bit and the 64bit versions?
