Using "help"

When I try to open "help" I get the following error message:

Internet Explorer cannon download/ from Windows.

Internet Explorer was not able to open this internet site. The requested
site is either unavailbe or cannot be found. Please try again later.

Are you connected to the Internet? Help uses Online Help by default. If you
don't want to use online help, open help & support, options, settings,
uncheck online help.

Try the fix offered at this site:

It re-associates the .xml file type to its default settings. A recent
installation of a program may have "stolen" the .xml association.

Installed Dreamweaver, per chance? If so, see the following TechNote from Adobe:
