Allowing items at startup

When my computer starts, some 'programs' (Web sites that I want to view with
Internet Explorer) are blocked at startup by Windows Defender.

How do I tell Windows Defender to always allow these programs at startup?

In Windows Defender, Tools, there is 'Allowed Items' where I can view
allowed items. Where is the facility to add to the list?

Have you tried enabling them on the startup tab of msconfig?

Msconfig shows them as enabled, which is what I want, and why they start.
The problem is that Windows Defender is not so sure about the safety and
needs to be told that they are safe to run. My problem is that I can't find
out how to tell Windows Defender to allow them to run as (IMHO) they are
safe.

Hi,

Click start and type in Windows Defender. From the tools, click on the
Software Explorer. Change the dropdown to startup programs, then click on
one of the programs that is blocked from the list. The 'enable' button on
the lower right should become an option for you to click.

Hi Rick, I have the same problem. I did as you suggested but none of the
buttons are functional when I click on the program I want to enable.

Was there ever a resolve to this issue? I would also like to know. "Enable"
is not an option for starting up performance monitors, and I use these
extensively on my workstaion.

Any help is appreciated.

If a program running at startup requests admin permissions, then it will be
blocked until the user to give that permission, either by elevating or
providing admin credentials. This can't be disabled except by turning off
UAC.

This way around this is to run it as a scheduled task. See this link for
