Vista Upgrade Anytime - NOT IN AUSTRALIA?

Is that just for now, or unlikely ever to change? I love Home Premium,
thinking about moving up to Ultimate.

don't know why it's not available, but I'd like to upgrade to ultimate
myself.

It's available, but being international there may be some stipulations:
American billing address
American money
Pay by Credit Card only

These stipulations were in place when this upgrade site was introduced and
I bought my upgrade. I don't see them anymore, but it doesn't mean they do
not apply.
