The System administrator has set policies to prevent this installa

I get this message when I try to install the Windows Vista Upgrade Advisor
and it will not let me install it. This is a single laptop and I am the
administrator. I get the same message when I tried to uninstall Paperport
11. At times it will give an error 1730. Can someone tell me what the
problem is?
