System Restore Error

I need to do a system restore because I installed a bad app in Vista
Ultimate but I get the following error. I would really appreciate some help
so I can get back to a stable state

Error:

System Restore did not complete successfully. Your computer's system files
and settings were not changed.

Details:
The writer experienced a transient error. If the backup process is retried,
the error may not reoccur. (0x800423F3)

Have same problem in System Restore with transient error. Can not get rid of it. Tried sfc/scannow with no result. Tried to restart system restore but same error. Understand that it may be due to volume shadow copy being set to manual and needs to be restarted - set to automatic and then started - but no clue how?

Any ideas? Looks like I might have to re-install.

I am running Vista Ultimate x86 and the default setting for the Volume
Shadow Copy service is Manual, Started. I don't have any problems with the
default setting. However, if you wish to change it click on the Start orb
and type Services. Click on Services at the top of the list, click on Allow
when you get the UAC prompt and you will be in Services.
Scroll down to Volume Shadow Copy, right click on it and select
Properties. In the Volume Shadow Copy Properties window, "Startup type"
dropdown list you can select Automatic (Delayed Start). This will start the
service after your computer has finished booting. If you select Automatic it
will start during the boot process, which is unnecessary and can cause an
additional delay in your startup time.
Once you have chosen Automatic (Delayed Start) you need to click on
Apply. If the service shows that it is stopped you then need to click on the
Start button, under "Service status" and then click on Apply. Once you have
done this you can click on OK and you are done. Close the Services window.

ACTION

Found service was set to manual but stopped. Did not immediately use automatic option. Started manual service and clicked ok. Tested system restore by creating a restore point without restart... Did not work - still got transient error. Tried Automatic [delayed start] with same procedure. No luck. Then tried automatic [delayed start] option without restart. Did not work. Service was marked off.

Restarted and tried to create system restore point with delayed settings; but nothing. Then restarted system again with full automatic setting. Services report vss stopped on reboot. Reverted to manual setting and started vss again but no luck.

Finally went to MS Update and downloaded Silverlight. System Restore reported that new Silverlight update had created a successful restore point? Despite this system restore will still not manually create a restore point and 0x800423F3 transient error repeats itself on manual setting will not go back.

Lost. Any ideas? Postman barking up the wrong tree?
