vista help and support

I get an error message when I try to use help & support. It acts like
its about to connect but then says internet explorer cannot download /
from help. it says this site is unavailable or cannot connect at this
time? whats going on and how can i fix it?

Dreamweaver installed, by chance? If so, see the following TechNote from Adobe:
