Changing default setting for Start > Shutdown

Hi,

I'm aware of the 'Power buttons and lid' option under 'Change
advanced power settings' but one can only choose between 'Shut
down' or 'Sleep'. I wish that the default setting is 'Restart'.
How can I achieve that?

(Vista Ultimate x64).
