restore administrative tools in control panel

I don't see Administrative tools in control panel. I do have administrative
tools in start menu. My questions is how I can see it or restore
Administrative Tools in CONTROL PANEL.

Go to folder Microsoft/windows/start menu/programs,
where you'll find the Administrative tools folder.
Right click said folder and create a short cut.
Cut that shortcut and paste on Control Panel.

Can not copy and paste in control panel.
