"Default Programs" selection

In Windows XP, when I used to "Set Program Access and Defaults," such
settings I chose applied to the entire system. In Windows Vista, on the
other hand, I have seen that my "Default Programs" settings apply to the
current user only. Am I seeing this correctly?

Yes, it's very much the case I'm afraid. Default Programs is user-specific.
I'm sure there is a Group Policy setting somewhere that might be able to
modify the default programs to apply to all users on the computer. I haven't
bothered to look but if it's a concern you might want to. Just type
"gpedit.msc" in your windows search bar and hit enter. Might be something
about it somewhere.

IIRC, the Default Programs -> "Set Program Access and Computer Defaults" works on a per-machine basis.
