Vista - Apply Shortcut to All Users

I want to add a shortcut for making a dialup connection to all the users on
a system (husband, wife, child). Is there some way to do this in one step
rather than logging in as each user and creating the shortcut?

Put the shortcut into a public folder. But if I remember correctly you
really don't need a dialup connection shortcut at all (unless your
using some 3rd party software maybe).

You can set up IE 7 or Windows Mail to start your dialup connection
when you open them.

Put the shortcut in users/all users/desktop.
