psv enable and disable via windows explorer and log in save how to?

i need to connect to my xbox from vista. in windows explorer i need to be
able to enable or disable psv. how do i do that?
also how would i type into a browser or windows explorer the log in details
for my xbox? i know i type in ftp:\\192.168.0.150 and that is fine, but it
won't accept anon users so i need to tell it to log in with my user name and
password. it does not pop up a log in box though as it just says it won't
accept anon users. so i need to type as the full url to the xbox the ip and
my user name and password so it logs in.
