Vista - System Restore problem part 1

Hi,
I am having two problems with System Restore. This is one of them.

I had 48 Restore points in System Restore. I wanted to reduce them cause the Complete PC Backup thinks it is going to
use them in my backup even though it doesn't.

I changed the RP storage to 20 GB than back to 30 GB to reduce the number of RP's and had only 6 RP's left.
but this AM, I didn't have any at all.
I Couldn't figure out how those got deleted. Since I increased the RP's not decreased them?

I checked Event Viewer and it had this @ 7:25 this AM in System.

>The shadow copies of volume C: were aborted because the shadow copy storage could not grow due to a user imposed limit.

This is the problem I think?:
>Used Shadow Copy Storage space: 15.013 GB
> Allocated Shadow Copy Storage space: 17.756 GB
> Maximum Shadow Copy Storage space: 30 GB

I thought it would use the 30 GB's not the allocated.
Do I have to go back to 150 GB storage?
