Vista 64 bit Help and Support feature damaged

I don't know how it happened, but if you choose help and support, you get an
error message. "Internet Explorer cannot download / from help." and "Not able
to open this site." Is there a simple help and support repair tool, or a way
from the windows oem install disk?

Have you tried using Vista's System Restore feature? It works similar to
the same feature in XP and basically just restores settings. NOTE: System
Restore is not the repair feature in Vista setup.

Right-click Command Prompt, and then click Run as administrator. Type
"regsvr32 msxml3.dll" (no quotes), and press Enter on your keyboard.

Or, try the fix offered at this site (under "Fix Windows Vista Help and
    Support"):

    http://www.windows-now.com/blogs/kmk...d-support.aspx

The fix re-associates the .xml file type to its default settings in the
registry. A recent installation of a program may have "stolen" the .xml
    association.

This tool worked great. Thanks, dean-dean. I did searches with all kinds of
keywords and the article never came up at google, microsoft search, etc.

Dreamweaver installed, by chance? If so, see the following TechNote from Adobe:

Vista help system stops working when Dreamweaver is the default XML editor:
