I run Vista Business and when I go to 'Backup and Restore Center' and select
the 'Backup Computer' button, the 'On a hard disk' radio button is disabled.

Vista doesn't back-up to the same hard drive unless you have it split into seperate partitions for failure reasons. That or you can put a 2nd hard drive in or use DVD's.
Doesn't it allows you to save the backup to a network drive or external
drive? The help file says it does, that's why I was curious to find out why
the radio button was disabled. I want to store the backup to a network
drive

Yes, it should be able to. Is the network drive on your computer or somewhere else via internet? Check & see if the Network drive is showing up in Computer.
