System Event Log 10016 Source: DCOM

Hi.
I am running Windows Vista Ultimate 64bit wth all the updates installed.

I get error 10016 in the system event log every five minutes for the last
week. It persists after re-boots. I have tried following the instructions
in the following kb article.

The issue I have is when I follow the instructions in the KB article is that
when using dcomcnfg, the drop down lists are disabled and therefore I can't
change any of the launch or activation permission settings.

Question 1: Why are the drop down list boxes in the Launch and Activition
Permission settings disabled?

Question 2: How do I enable the drop down list boxes in the Launch and
Activation Permission settings dialog box?

Note: These events have been occuring ever since I installed Windows Vista
Ultimate (since day one).

Event Log details:

Log Name: System
Source: DistrubutedCOM
Event ID: 10016
Level : Error
User: Network Service

Description:
The machine-default permission settings do not grant Local Activation
permission for the COM Server application with CLSID
{AB8902B4-09CA-4BB6-B78D-A8F59079A8D5}
to the user NT AUTHORITY\NETWORK SERVICE SID (S-1-5-20) from address
LocalHost (Using LRPC). This security permission can be modified using the
Component Services administrative tool.

I did what the article said and could do any and all things. My user account
as Admin rights.

You need Admin rights.

Good point. I should have mentioned in my original post that my account does
have admin rights.

However, the distributed COM Users group is empty. I added myself to that
group but it didn't help.

Also, other component services property dialog box items are enabled. Like
the TrayDesktopBand component properties dialog drop down lists are enabled.
I randomly looked at many components under DCOM Config and all the ones I
clicked on are enabled. Only the "Thumbnail Cache Out of Proc Server" is
disabled.

Thumbnail is enabled.
